As the city of Medellin began its pilot plan to reopen shopping malls this week, Cartagena worries about the lack of discipline in protective measures.

According to Johana Bueno, head of the health department administrative district of Cartagena (Dadis) , the outbreak of COVID-19 in the Ternera Prison is one reason for the increase in the number of infections.

In fact, out of the 232 infections reported by the National Health Institute (INS) on Sunday, 155 were at the Ternera Prison. It is of concern because on Sunday the daily figures (232) were equal to those of Bogotá (237), and Cartagena has only about one million inhabitants.
